Similar to the Tone. For Mogami, its ability applies to both ships in the sector, but it only boosts the bomb and gunnery values of your ships; Tone will boost your aircraft and your ships, but it can only target a single ship.
It might find a place in some builds, but I find that units like this are usually only ever worth it in larger games. In smaller games, the small number of ships on each side prevents these abilities from having as much influence on the game.
