History:
Atago (愛宕?) was the second vessel in the Takao-class heavy cruisers, active in World War II with the Imperial Japanese Navy. These were the largest and most modern cruisers in the Japanese fleet, designed with the intention to form the backbone of a multipurpose long-range strike force. Her sister ships were Takao, Maya and Chōkai.

This unit drew a lot of complaints, because the stats allegedly represent the unit in its pre-war, unrefitted configuration. As it is, the Atago is cheap cruiser choice with flag 2…but you'd probably do better just taking a stronger ship.

Atago is far from a super-ship, but then again, comparisons to torpedo-heavy cruisers like Haguro seem to me to fall a bit flat. Uniquely among Japan's stable of cruisers, Atago is a gun-ship rather than a torpedo-toter. Compare Atago to other gun-first cruisers and her worth is a bit more apparent. In an Axis build, Atago stacks up well with ships like similarly-costed Prinz Eugen and is a match for just about any Allied cruiser one on one, especially with a little luck from crippling salvo or a long-lance torpedo hit. Add Flag 2 and Atago is a ship that has to be used differently than other Japanese cruisers (to target cruisers rather than battleships) but which certainly has its uses.

It probably is correct to say that it is more of a gunship than most of Japan's other cruisers, as it relies on its guns more than the other cruisers, but that isn't really a reason to take this unit. Are you going to take this on the basis that it has good guns and abilities tied to its guns, even though they're no better than many other Japanese cruisers, and say that there's no comparison between this and one of the torpedo-heavy cruisers such as, say, Haguro? Comparisons between this and another ship (ex. Admiral Hipper class) and Haguro and the same ship does not make this ship look much better. You're not going to choose the Japanese cruiser with the best guns and the best abilities to compliment those guns, you're going to choose the unit with the toughest torpedoes because of the power of the Type 93 "Long Lance" Torpedoes.
That said, this is a good ship, with range 3 torpedo values equal to most others, good guns and abilities, a flag value of 2, and a price of 17.
