In gaming terms, this is just another destroyer. To the Soviets, having a second destroyer to choose from is worth a lot. Destroyer Flotilla is the second new SA to replicate Close Escort in a more limited fashion. The Soviets continue with a Bad Weather Fighter theme, and Baku replicates the Destroyer Leader SA, providing some useful bonus initiative to a Soviet fleet. This unfortunately pumps up the cost a bit on a destroyer that is weak elsewhere. No range-2 torpedo, and a mere 4 AA. If any other nation were getting this, we’d not be overly impressed, but it means a lot more to people running Baltic scenarios or those playing the Soviets in a pure setting. Overall grade: C
