France gets their flotilla leader initiative boost, these types of units are very popular giving you an easy +5(or more with other addons) boost when fully exploited with 3 DD's with a flag 2 coming in elsewhere. The unit itself is pretty frail with a 3/8/3 stat line but with the torpline and reasonable gunnery not to mention high speed run this unit is going to see alot of play. Secret cargo is a throwaway ability for the most part.
