If you feel like you're going to be facing dive bombers and/or you don't need the flag rating from a Kongo, then take the Haruna for all the same reasons you would take a Kongo. Otherwise, take a Kongo (seriously, go read the Kongo entry).

Bombard is an interesting SA that can be quite useful if you can use it. However, it's far too hard to actually use… As such, other than the SA Evade Bombs, there's really nothing that should draw you toward this and away from Kongo or Kirishima…
