Ajax is probably the least cost-effective British cruiser. Exeter has slightly better offensive stats, and despite less armor, can survive longer than expected due to Determination. Unlike Ajax, some other British cruiser options carry the solid SA's that make cruisers worth their cost. Jamaica, for example, provides the boost of flotilla leader to raise your initiative bonus. If you're not looking for fancy SA's, consider spending an extra point to take Belfast. The extra point buys extra guns, a secondary attack, an extra point of AA and Vital Armor, and even a flag rating. There's not really a reason not to take Ajax, there's just usually a better option.
