Cheap smoke screen is the main selling point here as night fighter can be very niche. The torpedo line there is probably what is going to hold it back from a higher rating as range 1 torpedoes especially for the commonwealth is pretty rare and that hurts the unit playability wise when you need it for more then smoke.
