Jintsu is an anomaly from Set I. It had a great amount of potential since three units served in the war as Destroyer Flotilla leader (perfect for that SA). It has weak firepower, but what makes this unit lethal in combat is the Long Lance torpedoes. However, these torpedoes also overprice Jintsu as well. Since in Set I, the designers "overvalued" the lethality of these torpedoes and overpriced many Japanese cruisers. So unless you are using this for a "Tokyo Express" scenario or need a proxy for another class light cruiser like Nagara, it would probably be best to avoid getting the Jintsu.
