Like her sisters the Kongo and Haruna, the Kirishima is a devoted cruiser killer or carrier protection. For 36 points, you get everything that the Kongo has, plus night fighter, meaning that you get a second chance at hitting something missed.

Kongo with Night Fighter. Invaluable for night games but this is a worthless unit in a standard scenario if a Kongo is available.

Fail to see how it's "worthless" when compared to Kongo. It does lose the flag (which there's a good chance you won't even need), but it brings Night Fighter, so that, should you get a bad roll one turn (after turn 3, of course), you can reroll it, plus making it useful in night games. It can also be used for certain scenarios, including certain battles in the DEI and Solomon Islands campaigns. As such, I don't really see it as being worhless when compared to the Kongo… However, it is, like the other members of Kongo class, only useful in certain situations and a bit outclassed by some of the battlecruisers of other nations. Simply compare it to the Repulse or Gneisenau and you'll see what I mean.
