Coming in with Marat's stats but trading off the shore beaching SA for TP and ER4 while getting saddled with slow 3, Kommuna certainly gives the soviets some new options . Because of TP and ER4 even with slow 3 I think it is superior for the cost to O.R. And in regards to Marat it is more of a straight forward option though it lacks Marats potential staying power. But how effective can a ER4 Slow 3 TP 28 point BB really be in WAS?
