RO-41: The I-19 has always been the best IJN submarine and probably the only sub that can give the german U-boats a run for their money as the best in the game. The RO-41 will rival the I-19 for a place in IJN builds, it costs 2 points less and with lucky miss if you don't hit you hit you can make another attack with 1 die against another ship in the same sector. Focusing as many dice as possible against 1 primary target (that you deem the most important threat) with finish him off is more effective but for the cheaper cost RO-41 is every bit as good.
