The S-13 was a Stalinets class submarine for the Soviet Union. She had several successful patrols during World War II, preying on Finnish/German shipping. After sinking two Finnish ships, the submarine found itself under heavy depth charging by Finnish subchasers. Crashing diving, the sub struck the bottom, severely damaging itself. Despite the damage, the sub escaped much later.
After a lengthy refit, three years would pass before her most notorious action occured.
On January 30, 1945, S-13 sank the German liner Wilhelm Gustloff which was filled with refugees and U-boat trainees. Recent estimates conclude as many as 9,000 people were killed.
S-13 then attempted to sink her escort, the German torpedo boat T-36, but it slipped away after collecting survivors.
Her final action of the war was the sinking of the German transport Steuben. Again, the vessel was carrying refugees and injured soldiers. Sadly of the 3,300 souls aboard, only 300 survived.
The S-13 was decommissioned and stricken in 1956.

What's notable about this sub is the price—a 2 hull sub for only 8 points; other 8 point subs in the game right now are the one hulled Proteus and USS S-37. Nothing special offensively, so these might be better used as low-cost obstacles for your opponent. Auxillary hunter is a very realistic SA for most submarines in the war (of any nationality), but probably won't do much for you in game.
