Jeremiah O'Brien has a unique and amazing history among WaS ships. From a combat perspective, don't bring one of these babies to battle. Even if you have an island on your game map, it is best to spend any leftover points on any combat units. JoB will only add six victory points to your game. Where JoB "comes into its own" is in fact Convoy Games. In fact Wizards says to use the Jeremiah's stats for a convoy scenario (although I have to say that the stats they give in the rule book are not the ones on the card.). So great sentimental value, but not much combat use in the game.
