Historical Background:

Development of the Ausf-L in early 1942 led to further increase in armor protection, additional 20 mm plates beeing fitted. With 70 mm, the new version was able to cope with many antitank guns of the time, and the low velocity guns of both T34 and Shermans. In all, 653 were built until the last quarter of 1942. They also saw service everywhere, and were generally considered with respect by enemy crews.

very effective light tank but a little expensive, overall its an excellent vehicle and, in numbers, overwhelm any North Africa allied formation.

I would disagree with what is said above, this tank for 19 points is excellent. Yes the infantry attack values are abit on the low side but that's with most German vehicles, it's anti vehicle attack values are pretty much on par with the other medium tanks such as the Sherman, or the T 34, now yes it is 1 speed slower and has weaker rear armour, but it's a few points cheaper then the other tanks I just mentioned, and you get veteran crew which helps its survival do it can retreat when disrupted, fire back in full force or even drive right by defensive fire. On to of that it has smoke screen which is really great for retreats or helping your army advance, this tank is well worth the points, one of the best tanks imo.
